VPA Annual Meeting Around the Corner

VPA Legislative Monitoring Report

As an Association dedicated to upholding the highest standards in the vehicle service contract (VSC) industry, we continue to monitor and track proposed and passed bills and regulations that pertain to our industry. To review the complete list of pending bills and regulations as well as a brief description of each, please visit the March Memo and Legislative Monitoring Report available to members only on the VPA website.

One new bill out of Virginia (VA HB 69) was passed in March 2014. It expands the types of services that may be provided under an extended service contract to include certain types of damage to a motor vehicle, replacement of keys and installation or application of certain materials. Additionally, the bill authorizes the Board of Agriculture and Consumer Services to designate additional services that may be provided under an extended services contract.

Kansas and Wisconsin Update Do Not Call Regulations

Kansas amended its Do Not Call (DNC) law to expand its scope to expressly cover calls to mobile phone numbers, state that internal DNC requests must be honored for 5 years, shorten the length of the state's established business relationship exemption to 18 months (previously 36 months), require calling lists for non-exempt campaigns to be scrubbed against the National DNC every 30 days (previously every quarter), and delete provisions pertaining to a state DNC list. Instead of an independent state DNC list, Kansas will be using the National DNC Registry. These changes bring Kansas' DNC law into conformity with existing federal regulations, and as a result, the impact on interstate calls should be minimal.

Wisconsin passed a bill to eliminate its independent state DNC list effective August 1, 2014. The state's DNC laws and exemptions will still apply, but the new state DNC list will be composed of numbers taken from the National DNC registry with Wisconsin area codes. The state is maintaining its registration requirement, but it is unclear how registration will work in the absence of an independent state DNC list. We'll keep you updated as we learn more.

VPA Supports Inaugural Do Not Call Summit

Earlier this month, Indiana and Missouri Attorneys General Greg Zoeller and Chris Koster hosted the first No Call Law Enforcement Summit in Indianapolis. The summit focused on new tools and techniques for investigation and prosecution that can be used to achieve greater compliance.

The VPA applauds Attorneys General Zoeller and Koster in their pursuit to end illegal robocalling, and their efforts are directly in line with our own efforts to maintain regulatory compliance. For more information on this summit, visit the VPA website.

Member Showcase

This month the VPA would like to recognize Brian Becker, Chairman of the VPA Board and SVP at Interstate National Corporation, for his commitment to giving back. Earlier this month, Brian spent a week volunteering at Lighthouse Family Retreat, which serves families living through childhood cancer at seaside retreats, enabling them to laugh, restore family relationships and find hope in God. Their week long retreats are scheduled from April to October and are held in rented or donated homes along the Florida panhandle. Upwards of 12 families attend each retreat, where they can leave the chaotic world of childhood cancer behind. Brian and other volunteers spent their time serving the families with meals, housekeeping and general pampering so they could focus on having a fun and relaxing week, and being together as a family.

If you would like to donate to this very worthy cause you can still do so here. Please note all donations are tax deductible.
